The Senior Manager Process Safety Management and Mechanical Integrity is responsible for leading and securing resources for ongoing compliance with WACKER Process Safety Standards, the regulatory Process Safety Management (PSM) standard, Mechanical Integrity, and Risk Management Plan (RMP) programs for the CHA site. This position will interface with relevant third-parties such as agency inspectors and auditors retained by the Company as well as with facility and corporate leadership.

 

The position requires very strong subject matter expertise regarding process safety and risk management planning, both as industrial disciplines as well as under the regulatory mandates for these areas. The position also requires a detailed understanding of facility operating, engineering, maintenance, and planning processes and the ability to identify and communicate PSM and RMP ramifications of existing, new and modified processes. Following a similar ramp up period, the position also requires an aptitude for "walking the plant" and explaining to site personnel, contractors, and visitors, facility processes and PSM and RMP issues and solutions related to those processes. The position requires regular interface with virtually all departments of the facility as well as interface with initiatives within WACKER Global and Regional Process Safety and MI departments. This position reports directly to the CHA Director EHSS.

 

Job Responsibilities

  • PSM and Mechnical Integrity Program Management
    • Lead Process Safety Management (PSM) and Mechnical Integrity (MI) program and implementation of improvements, through sharing and facilitating best practices among different plants and by creating the best means and/or channels for communications to serve this purpose. Responsible for application of all 14 elements of OSHA PSM standard
    • Lead/Support/Develop site specific standards and best practice efforts
    • Monitor State regulatory changes, publicly available information, and significant incidents at other companies and implement as aligned with site management
    • Support PSM Excellence implementation.  Identify needs required to comply with PSM and MI requirements
    • Provide leadership for management of significant, though unregulated, process safety risks (e.g. not regulated because volume of chemical is below regulatory threshold) and process safety activities regulated under alternative regulatory regimes (e.g. PHMSA regulation of pipeline safety)
    • Assist in site procedure development and provide direct support to their implementation efforts of new and existing standards (e.g., NCA Process Safety Directives or SOPs)
    • Regularly consult with other experts and PSM/MI best practices within and outside of WACKER Charleston (e.g., benchmark what we are doing with respect to others, learn from best practices in the process industry and understand trends)
    • Report upon PSM/RMP activities and initiatives. Provide evaluations and progress reports of ongoing programs to management as required
  • PSM/MI Training & Communication
    • Train and strengthen site personnel in their PSM and MI related duties including regional and site specific Procedures/Directives
    • Provide training to employees and contractors (as required) to assure understanding and compliance with Charleston Process Safety requirements (PSM/RMP programs).  Ensure contractor selection with strong safety and PSM mindsets (i.e. gatekeeper function) and be an active support ensuring safe work practices throughout contractors’ work on site projects
    • Ensure site PHA leaders as appropriate are trained in proper PHA techniques and ensure site PHAs are led by appropriately qualified personnel.  Review results of all PHAs for quality and thoroughness
    • Collaborate with plant resources, included by not limited to Engineering, Operations, etc., to ensure PSM and MI standards are utilized in standard processes
  • Safety Reviews, Audits, and Investigations
    • Coordinate required compliance audits of the site PSM/RMP
    • Ensure Process Hazards Analysis (PHA) using appropriate PHA methodologies, such as WSA (WACKER Safety Analysis)
    • Direct LOPA reviews of those risk scenarios requiring further assessment post PHA review as requested by sites
    • Ensure Hazard Assessment (Off-Site Consequence Analysis) modeling is effective in accordance with local requirements (as required)
    • Track and follow-up action items with timely completion; addressing findings from PSM audits, PHA studies, and other PSM or RMP assessment activities
    • Ensure Pre-Startup Safety Reviews (PSSRs) are completed by process owners prior to startup of new or modified processes or equipment or after extended shutdown of equipment.  Periodically review site PSSRs for quality and completeness
    • Ensure Process Safety event investigations/root cause analysis to provide guidance to all sites.  In conjunction with site management teams, track progress of corrective actions
    • Evaluate events and operational results and support the revising / updating of site policies, procedure revisions, and training to address process safety related findings
    • Lead interface with regulatory agencies as it relates to Process Safety Management and RMP
  • Manage a team of PSM and MI technical resources
    • Set objectives and priorities for the work team
    • Manage and measure work product and results
    • Ensure training and compliance to company standards

 

Qualifications

  • BS in Safety, Engineering, Chemistry, or other technical degree with PSM experience
  • Additional professional certification and/or a graduate degree in Engineering or Process Safety type education preferred
  • Minimum 7 years within Process Safety function.  Must have proven management and leadership experience. minimum of 2 years
  • Minimum of 7 years of professional experience in PSM and RMP best practices for petrochemical and/or chemical plants
  • Demonstrated experience in planning, implementing, and executing a PSM program
  • Demonstrated experience in identifying and mitigating process safety risks
  • Expertise in project management and cost estimation
  • Exceptional leadership, ownership and communication skills
  • Demonstrated leadership and audit experience in PSM management positions in the chemical or petrochemical industry
  • Expertise in knowledge-base and application of RAGAGEP
  • Detailed knowledge of U.S. (including federal, state and local) regulations related to process safety and risk management planning, particularly the OSHA PSM standard and the Clean Air Act’s RMP regulations
  • This position will need to have an understanding of relevant agency practices regarding enforcement of the standards and regulations (such as OSHA’s National Emphasis Programs for the chemical industry)
  • The position will require the ability to forge cooperative relationships with key agency enforcement personnel while balancing the needs for advocating reasonable regulatory positions on behalf of the site
  • In this regard, the position will work closely with legal counsel (both internal and external)
  • The position will also contribute to, and perhaps lead, internal efforts to develop internal Policies, Practices, Procedures, Design Guides and Engineering Standards
  • In addition, the position requires participation in professional/technical organizations and in the development and delivery of subject matter training
  • OSHA 29CFR1910 General Industry (e.g., 1910.119), EPA RMP requirements related to organizational responsponsibilities, and other recognized industry standards and practices (Local, State, Federal)
  • A general understanding of related codes and consensus standards is also necessary (e.g. state fire, boiler, and pressure vessel codes; API, ANSI, ASME etc. standards and recommended practices) as these play a role in overall process safety management whether or not formally incorporated within the PSM and RMP standards
  • Analytical ability, organizational skills, time and people management skills, computer skills such as SAP, Word, Excel, Powerpoint, PHA Works, and must be an excellent communicator both orally and in writing
  • The person must be flexible, innovative, and have good leadership ability
